Из года в год совершаются одни и те же ошибки при проектировании дворов/улиц/дорог, а также их эксплуатации городскими службами. Всё это усугубляется бескультурьем отдельных жителей.

Открытый грунт
Основная причина, способствующая появления грязи в городе — это открытый грунт. Если тает большая куча снега (или идёт дождь), и нет продуманного дренажа или ливневой канализации, вода будет растекаться вместе с открытым грунтом по округе. Зависимость здесь простая: чем больше воды, тем больше будет грязи.
На фото видно, как стекающая по склону вода, не имея какого-либо препятствия, вытекает вместе с грязью на тротуар и далее течёт на дорогу. Прохожие разносят эту грязь на подошве по всему городу и даже к себе домой.

Даже с наличием открытого грунта этого можно было бы избежать. Первое правило таково: пешеходная дорожка должна быть выше обочины. Таким образом вода с тротуара стекает, не образуя луж, и грязь не может попасть на дорожку.
По такому принципу, например, пошли строители сквера в посёлке Палатка. Разница высот между пешеходной дорожкой и обочиной всего несколько сантиметров, но даже этого хватает в большинстве случаев.
Данное решение можно реализовать не везде, ведь есть местность с большой разницей высот. В таком случае можно, как минимум, сделать небольшие дренажные канавки, куда вода будет отходить как с тротуара, так и с обочины. Далее, совершенствуя систему, можно на глубину 1/3 канавы уложить слой щебня крупной фракции, на него – слой щебня более мелкой фракции до выравнивания с поверхностью. Вариантов по исполнению есть множество.
Главное, не допускать такой ситуации, когда и обочина, и бордюр выше пешеходной дорожки. При таком сочетании факторов мы неизбежно получим лужи и грязь. Если допустить такое на дороге (при отсутствии ливнестока), то проезжающие машины будут расплёскивать воду на обочину и всё это будет с грязью снова стекать на дорогу.
Если обочина выше дороги/тротуара, нет ливнестока и дренажа, тогда мы всегда будет получать примерно такую неприглядную картину:
